If it’s naturally blonde, you’re probably still going to want to bleach it a little bit to get it a really pale, pale blonde (almost white) before trying to color it. The color will also stick better to freshly bleached hair. 

To get a pastel color, check out this tutorial that I blogged on how to mix pastel hair color. You’ll probably want to mix at least two different bowls of color, one with a more blueish toned lavender and one with a more pinky toned lavender to achieve this look. As far as placement goes, just do some random sections and have fun :)
