You don’t. If you’re certain there were metallic salts in the last color you used, you need to wait for the hair that was colored to grow out and be cut off before you can bleach your hair. If you’re unsure, you can take a small cutting from your hair in an inconspicuous area and apply bleach to it. Watch the hair and check it for elasticity. I absolutely do not recommend doing this at home, it should be done by a professional because if there are metallic salts present in your hair and you apply bleach, it can completely destroy your hair and turn it to mush, after which it will not be repairable.
Again, DO NOT bleach your hair if there are metallic salts present in it. There is no way around it.

Yes! Even if you naturally have platinum blonde hair (and almost no one does) semi-permanent hair colors don’t stick well to hair that has not been bleached. If you apply a pastel color to unbleached hair, you likely won’t see any change in it after rinsing, or if you do, the results will be slight and will wash out very quickly. Using a fantasy color or pastel color requires pre-lightning your hair with bleach for optimum results. To save your hair from over-processing, I always recommend getting your hair bleached by a professional hairstylist. However, afterward, you can color it yourself to save money.
